To maximize Jubilee, you need to draw at least a 4 drop, you want a deck that is overwhelmingly 5-6 cost cards, and minimize the amount of times you hit a 1-2 drop. This deck is an on-curve list, aiming to play about 6 cards (one at each cost), getting extra value from cards like Jubilee and Odin.
America Chavez is a nice bit of synergy because of how she mechanically works - in your deck, when you would draw her, if its not turn 6, you draw the next card in your deck. This means America Chavez is often sitting at the top of your deck, being passed over each time you draw a card. This makes Jubilee a 4-cost, 11 power card very, very often.
The rest of the list is filled with a classic Pool 1 archetype - Odin Tigers:
(2) Armor - a concession to Nova decks, I wish there was a higher cost reliable counter
(3) Iron Heart
(3) Wolfsbane
(3) Another 3 drop, I like Nakia or Scorpion in theory. I use Groot but he feels bad here. You need extra 3-drops because you only draw 4 cards by your third turn (QS and Domino take up 2 of your 6 cards).
(4) Enchantress - no Ongoing in your deck, counters Devil Dino decks. Could be Spiderwoman.
(5) White Tiger
(6) Odin - can also trigger another Jubilee draw
(6) Doctor Doom
A normal game might look like QS - Domino - Wolfsbane all at the same location, then Jubilee + America Chavez at another location on T4. T5 can either be White Tiger or Enchantress to shut down Devil Dino or Iron Man or Armor + 3-drop to prevent some optimal Nova play.
